Categorical values on both axis

I want to make a table that shows the relationship between two categorical variables that have a 1:1 correspondence. My data is structured in the following tables:

  • variables: has id and year as primary keys and rating as normal value.
  • years: has the range of years we are working with.
  • ratings: has the possible values for rating.

So, with a fixed id, I need to show the evolution of rating for every year. The problem is that I cannot find a type of graphic that allows to have categorical variables in both axis.

 

If possible, I'd like the graphic to look like this:
