Is there a way to change the default grey color of the above card's title bar?

you mean the category lable?

No, the category label will change the color of the text Actual Percent. I want to know how to change the color of the title bar (the one where I have added a blue arrow).

I have 8-10 cards on my dashboard and the title bar appears when I hover over the cards. I am looking for a way that will either make title bars not appear or make title bars match the main color(In the above image, main color is light red).I want to do this to make my dashboard look neat.

The card visual doesn't provide the OOTB feature for us to change color of that bar. For your requirement, you an submit a idea here.

This is not a graph element that can be formatted, but I agree that there should be a reading mode in Power BI Desktop where this won't appear when you hover over the graphs.
