Is there any chance of putting dashed lines in the highlighted area?

First of all, we suggest you to delete the right part which contain the personal information in your screenshot. Please black out the data in screenshot if it contain any confidential information.
Sorry for that, the backgroud color ,size and color of fonts in tooltips can be changed in visual settings, but putting lines in it is not supported yet currently . You can come up a new idea and add your comments there to make this feature coming sooner. https://ideas.powerbi.com/forums/265200-power-bi-ideas
