Can't get Filter Syntax

I want to divide The distinct count of Table1[ColumnA] when [columnB] = "Active"

 

by

 

Distinct count of Table2[columnA]

 

I have been beating my head for hours and am now asking for help please?  Whats wrong with my expression?

 

Count of User unique ID divided by Count of user_id =

    DIVIDE
        (FILTER('New Dashboard',[Employee Status] = "Active"
            (DISTINCTCOUNT('New Dashboard'[User unique ID]
                )
            )
        ),
       
    DISTINCTCOUNT('UserData'[User unique ID])
        )

You'll want a scalar value for that numerator instead of

FILTER('New Dashboard',[Employee Status] = "Active"
            (DISTINCTCOUNT('New Dashboard'[User unique ID]
                )
            )
        )
 
Think you want a CALCULATE ( expression , filter) type of thing here where the expression is the distinctcount.
Just try it without the DIVIDE for now and when you get it right, sub it into the divide.
