Hi Paul,
You could create a Custom Theme but it's easier to create a table in Power Query with the URL for the icon, then use Conditional Formatting to insert the icon.

Please note, make sure you are using images/icons that are not copyrighted, or that you have permission to use.

The image has to be on the internet somewhere to be loaded. You'll have to use a free file hosting service.

@PhilipTreacy After you teach how to use @ , i alway @ other but some how i forget @ you. So sorry. Now my head still thinking , if i have a ratio value from 1 to 3 good , and 3 above is bad , may i know how to link them ? How to create the expression to link them ?

To add a fire icon for values above 3:
1. In Power Query, change the values to Whole Number.
2. Add a column that contains the URL for the icon if the value is greater than 3.
3. Close and Apply
4. Select the Table visual and under Format -> Conditional Formating, turn on Icons.
5. The CF pop-up window will appear.
6. Set the CF rules to Format By : Field value and Based on field : Icon (it'll show First Icon in the box after you select it)
7. Click OK

Thank you for sharing. now i understand how it work , it there a simple way to duplicate the row ? as my table is display the inventory ratio , the ratio is vari from 1 to 100.
Hi Paul,
When you create the Custom Column in Power Query it creates a row (containing the icon URL) for every row that already exists in your table.
Just add a Custom Column using the criteria I used in my image above and you'll see.

I have add fire icon to my doc , my inventory table also have RATIO field have traffic light color , which i like to replace with fire icon. Hope you can advise me how to link them.

Hi Paul,
I can't modify your PBIX file for you because it requires authentication to the data source and I can't do anything without that.
What you need to do is create a column in your INVC table exactly as I did for my Ratio table, and this column will have the URL for the fire image in it.
Then create the Conditional Formatting rule for the RATIO measure in your table.

I have read twice , you asking me to create a RATIO field with fire icon at INVC table. which i not able to add new column , so i add new RATIO table , and i try to link the RATIO field from these 2 table , but PBI does not allow me to link them , may be you can explain to me how to add new column at my INVC table again.
