    Hi pak 

     

    Try this 

    Measure = 
AVERAGEX(
    VALUES( 'Table'[Machine] ),
    CALCULATE(
        DIVIDE( 
            SUMX( 
                'Table', 
                'Table'[Quantity] * 'Table'[Planned1PcTime] 
            ),
            SUM( 'Table'[WorkTime] )
        )
    )
)
