Hi all,
I have added an increased length report page to show help to users which contains a number of different page overviews. Is there a way for me to set a bookmark to navigate to certain Y position or visual on the page? I thought adding a spotlight to a visual would autmotically scroll down the page but it does not... any ideas?

Nope, bookmark feature not support this. Current it only support to use bookmark to store filter effect and interactions of visuals.
For your requirement, I'd like to suggest you take a look at drill through filter, it support to drill to specific report page and apply filter on it.
