Hi! Is there a way to set the size of the reference line labels (without making the bar larger)? It's not listed as an option under Data Label - maybe it's somewhere else? Or is there any custom visual that would give me more formatting options?

There are no options to change the size of constant line labels .
There is an idea about this issue please vote for it ( i voted 🙂 )

according to alternatives, it seems that you are trying to create some kind of bullet chart with ranges / linear gauge

Power BI’s built-in bar chart does not directly allow you to adjust the size of reference line labels without affecting the bar size.But you can consider creating or using custom visuals. Custom visuals allow you to tailor your visualizations beyond the standard options.
Step 1: Add Formatting Options to a Custom Visual:
