ArcGIS with custom shapefile layers

Hello everybody,
My company is currently trying to integrate a two-layer shape file to an ArcGIS map in Power BI. The idea is to have a shapefile geographically accurate so that it is possible to put it on top of the real map and make it interactive with my data. 

I also need to add points to the map at the same time (I have a table of points with their latitude and longitude)

Is it possible to do this?
If possible please tell me how to achieve it and also if a paid ArcGIS account is necessary since I am currently registered for free to ArcGis.

Almost certainly paid, it is pretty inexpensive.
