Power BI Desktop supports the use of Group Policy to disable ArcGIS for Power BI on deployed computers throughout your organization, so check that your computers are enabled for ArcGIS for Power BI.

Alternatively, you can try clearing the local storage in Power BI Desktop.
1. On your local system, depending on how Power BI was installed, browse to one of the following folder locations:
• .exe version—%LocalAppData%\Microsoft\Power BI Desktop (for example, <user>\AppData\Local\Microsoft\Power BI Desktop)
• Microsoft Store version—C:\Users\<user>\Microsoft\Power BI Desktop Store App
2. Delete the CEF folder.
3. Delete the WebView2 folder.
4. Delete the Cache folder.
5. Restart the computer.

Hi @clarainesgg -When signed in to a valid ArcGIS Enterprise account through Report Server (online environment only); not supported in a disconnected environment or with ArcGIS Online. Accessing Report Server with ArcGIS for Power BI consumes ArcGIS credits.
