Advice on Conditional Formatting Please

Hi,

I'd like to have an indicator related to my multirow card below, it can be a traffic light or anything else really. As you can see I have a traffic light next to the last column "Variance to Baseline" as an example. What I've got at the moment is just some text boxes with coloured circles but I'd like something that would use the numbers and change color automatically based on it.

What could you advise please?
