Add text values to a bar chart

Hello how are? I need to add text type values to a bar chart, I try native PowerBI charts and I can't do it.

Import data from a database where I have a column that has decimal values, and another column where segment by department. I attach an example of data.

Department	Operation time
Telemercado_Emergencia	0,005347
Telemercado - DG y Chat ART	0,059155
Telemercado_Siniestros	0,026134

I need to replicate this bar graph.

If it works, but what I would add to make it more neat represented in the bar graph in this case you can modify the type of data of the measure in this way.

You can manually add the farmato in this way 00:00:00 and the bar graph is like this.

After you have set up the time formats.
By using conditional formatting, it is possible to create graphs with labels in text,
