Is it possible to specify users to access specific dashboards in Power BI apps website and not the whole workspace?

@Anonymous Yes, you don't need to give permission on the workspace, just give permission to Power BI apps and let use consume apps instead of workspace.

For these parts, I think they should more be related to azure dashboard managed. Please take a look at the following links if they help:

If you mean use azure to do permission manage with power bi contents, I haven't found any related documents mention of these.
For this scenario, I think power bi used office 365(classic workspace) and Azure(new experience workspace) to manage the workspaces, but the detailed contents permissions management may still available on the power bi side.

The 'dashboard' not mean the main portal that Azure used to list products, it means the 'dashboard' option:
Create and share dashboards in the Azure portal
In fact, this also includes in the link that I shared:
Share Azure dashboards by using Azure role-based access control#assign-access-to-a-dashboard
Steps:
1. Navigation to the Azure dashboard and find out your dashboard that you want to configure.
2. Select that dashboard and click the 'share' icon to open the 'Sharing + access control' panel and choose access control options.

Thanks for your reply but that is exactly my problem. I cannot navigate from the Azure portal to the Azure dashboard! Can you advise how to navigate to it please? Which section is it under in the links I showed above? How do I exactly list all my dashboards?

I think it may be related to azure settings or permissions. Perhaps you can contact your azure tenant admin to confirm it this feature has enabled on your account.
