API for user creation

You cannot use the Power BI REST APIs to create a new Azure AD user account or an Office 365 user. That is outside the scope of the Power BI service. You would need to use Microsoft Graph API  for user account creation.

Also, assigning a Power BI license (Pro / Premium Per User) is not handled by Power BI’s REST APIs — that is done via Microsoft 365 / Azure AD / Graph-based license management APIs.

Power BI does not offer an API to create users.

You can assign users to workspaces using the Power BI REST API.
To create users, use Microsoft Graph API (not Power BI).
