Normalized DateTime with filter

How to normalised DateTime in the excel using PowerBI DAX with the StepTime total different for each DOE Leg? StepNo 10 and 11 are repeative for each DOE Leg.

I have created a column for 

StepNo_Repeat = IF('1_DataLog_UnPv'[StepNo] IN {10, 11}, 1, 0)

All my DOE Legs happen at different times. I intend to normalise either the DateTime or StepTime so I can compare the same process parameter between Legs.

But to be honest, I still can't open the file you've shared, which is bad news.

However, you can try sharing using SharePoint or sharing your files using text. You may want to be aware that you can make sure that others have access to and erase sensitive information.
