Normalized DateTime with filter

How to normalised DateTime in the excel using PowerBI DAX with the StepTime total different for each DOE Leg? StepNo 10 and 11 are repeative for each DOE Leg.

I have created a column for 

StepNo_Repeat = IF('1_DataLog_UnPv'[StepNo] IN {10, 11}, 1, 0)
 
All my DOE Legs happen at different times. I intend to normalise either the DateTime or StepTime so I can compare the same process parameter between Legs.

    Can you share a pbix file in a different way? In the sharing method you are currently providing, I am currently unable to open the file you provided.
