Normalization of Sales values to use as ranking

After developing a ranking list based on percentile of Net sales with i faced some issues:

i have a lot of projects with 0 sales that will be ranked relatively high due to the percentile formula.

What i would like to try now is to rank the projects Sales based on a simple normalization step (eg. if the maximum net sales is $3000 and a project has a sales of $1500, this should return a rank from 5-1.   5 for projects with $3000 and 1 for projects with $0 sales.

any help is highly apreciated.

You can use binning techinque through Calculated Columns.
