You can create a column like below:

Min Date= EOMONTH(Table[Date],-1)+1

filter = 01/10/2021  - 21/11/2021

Return = 01/10/2021

filter = 04/10/2021 - 21/11/2021

Return = 01/10/2021

filter = 20/10/2021 - 21/11/2021
