Matrix Rounding the total

Matrix Table 1:

I have a matrix table similar as above and i want achive effect like in column "effect to be achieved"
I need use mesure to this

It's possible with a combination of ISINSCOPE, ROUND, and SUMX but seems like a really bad idea to me as it leads to totals that are not accurate, espescially if you have a bunch of categories and they happen to mostly get rounded up or mostly rounded down.
