You can create a measure with the below DAX and use for this purpose
running headcount = CALCULATE(COUNT('Table (2)'[Name]), FILTER(ALL('Table (2)'), 'Table (2)'[Hire Date] <= MAX('Table (2)'[Hire Date])))
