How to count (and get %) of students who met 70% of their tests?

Hello,

I have been struggling with this for days and decided to reach out for help.

I need to get both the total and the percentage of students who met 70% of their math subtests (there are other school subjects in this data set but just trying to keep it simple for the example. I need to see it by "Test" not subtest). Thank you to anyone who may be able to help.
