I need the completed date on the same row as the start date where the Completed date is null.
Any help will be greatly appreciated.

My final result was to gather the amount of time it took to process a ticket. I ended up doing the following:
BeginDate =
CALCULATE (
MIN ( Query2[Transaction_Date] ),
ALLEXCEPT ( Query2, Query2[Wo_Number] )
)
*********************************************************************
Date_Difference =
DATEDIFF ( [BeginDate], [Completed Date], DAY )

Above is with DAX, or try add a custom column in Power Query Editor like:
column =
if [start date]<>null
then [start date]
else [completed date]
