Barometer graph

I have this data set: 

	Question 1	Question 1	Question 2	Question 2
City	% answer ,'yes'	Significant  different with all average of 4 cities(A,B,C,D)	% answer ,'yes'	Significant  different with all average of 4 cities(A,B,C,D)
City A	20	yes	23	No
City B	34	Yes	43	Yes
City C	44	No	12	No
City D	25	No	34	No

and I would like to build 4 barometer -graphs and each can show data for one city and the graph can be :

Each bar is one question, grey bar show the variation from smallest to biggest % answer yes, red line show average % of 4 cities, red- square means significant smaller( comparing with average % of 4 cities) , yellow shows no significant different and  green shows significant higher.
Can anyone suggest me how I can build the graph in Power BI ? Thank you in advanced!
