I have this data set:

and I would like to build 4 barometer -graphs and each can show data for one city and the graph can be :
Each bar is one question, grey bar show the variation from smallest to biggest % answer yes, red line show average % of 4 cities, red- square means significant smaller( comparing with average % of 4 cities) , yellow shows no significant different and green shows significant higher.
Can anyone suggest me how I can build the graph in Power BI ? Thank you in advanced!
