Barometer graph

I have this data set:

 Question 1Question 1Question 2Question 2
City% answer ,'yes'Significant  different with all average of 4 cities(A,B,C,D)% answer ,'yes'Significant  different with all average of 4 cities(A,B,C,D)
City A20yes23No
City B34Yes43Yes
City C44No12No
City D25No 34No

and I would like to build 4 barometer -graphs and each can show data for one city and the graph can be :

Each bar is one question, grey bar show the variation from smallest to biggest % answer yes, red line show average % of 4 cities, red- square means significant smaller( comparing with average % of 4 cities) , yellow shows no significant different and  green shows significant higher.
Can anyone suggest me how I can build the graph in Power BI ? Thank you in advanced!
