This is a known bug in some versions of PBID.
Update to the Nov 2025 release.
If that doesn't work, you can enable maps in the Report level settings (rather than the Global Settings) - this option is only available in certain builds of PBID.

The filled map will be retired soon, so it would be helpful if you could update to Azure Maps.Select "Restore Default Visuals," as this may help. Before doing so, make sure to activate the option shown in the previous image.
