I am a Power BI admin in my organization, my question is : User terminated from the organization a long back and he is having few workspace where thr organization has few important reports, how to get that app workspace back and recover by Power BI admin.

Currently, it is not able to recover the deleted App Wrkspace. Here is an idea, you could click to vote it up.
However, for the New App WorkSpace (preview), you can restore a deleted one via PowerShell. Reference: Restore-PowerBIWorkspace
