workspace access to stop a user from downloading a pbix file

Hi I would like to restrict access to a pbix file which access rights would restrict access to a pbix file but allow the user to create content on a dataset or edit a current report. 

USECASE: I have created a report with a dataset but want a user to be able to create graphs on top of that dataset without accessing it so say the edit feature in power bi service.

Hi akhaliq7,

Download of reports can be restricted in the Power BI Admin Portal in Tenant Settings.

But only users with the role Viewer are not able to edit a report on Power BI Service. Check the roles and they can do here:
