we have a issue ,i have provided access to power bi workspace for two users one can view all the data but other user can only view data for particular region what might be the reason.Except one user all others can see all the data

Regarding the one user can only see a particular regions data, to troubleshoot,

• Are all filters in the report reseted? 
• Is Row Level Security built into the report at region level? Maybe this user is limited because of this

You weren't clear on your expected outcome, what is it?

I wouldn't give people access to a workspaceunless they are going to be an Admin or contributer to work on the the Report. Either share the report directly or create an app within the Workspace.
