All of the sudden, I'm receiving this message:
"It looks like scheduled refresh failed because the on-premises gateway restarted while refresh was happening. Double-check that the data gateway is continuously running for the next scheduled refresh."
However, the gateway doesn't seem to be showing this.
1) Upgraded gateway per Power BI suggestion
2) rebooted machine
3) confirmed user has admin and sql rights to data
4) turned on logging. can attach but all i see is spooling blah blah blah
5) tried refreshing from the pbi

The answer was that there were two gateways running on separate machines that were conflicting.

Hi @dhooger ,
1.On the server running this gateway, check that the service is running, and then right-click it to restart to make sure the status is Running.
2. In Power BI service, make sure the gateway is Online as shown below:
