Hello,
I am looking to connect Power BI Service to Azure SQL in the most secure way.
It looks like using a VPN and Gateway is the most secure.
Is there a current document outlining the steps?

According to your description, you want to connect the Azure sql server in Power BI .
For the "Azure sql server" is a cloud data source , i think you do not need to use the gateway to connect.
You just need to update the credential in the setting of the data source and then you can get the data from the Azure sql server.
By another, the on-premise gateway is the tool to open the connection from on-premise datasource to the Sql server.
For cloud data sources, data traffic is the traffic inside the Azure service and is very secure. If you use a data gateway, traffic is also sent on-premises, which also affects some performance.
