Hi, i'm disappointed after going to the documentation for the on prem service suggested at https://community.powerbi.com/t5/Service/pbi-at-a-20-000-foot-level/m-p/2233773 . I thought i was going to find a product that allowed for more than just a collaborartion point for reports.
we cannot go to the cloud for the service. is there a way that the on prem service can at least give the illusion of a dashboard server also? maybe with multiple tiles in the deployed reports? mixed with kpi's? from what ive read, reports cant link to other reports but maybe i'm wrong. can a kpi link to a report?

There is a GCC - the Government Community Cloud - that is specifically to address concerns of governmental agencies. There is one above that called GCC-High that is for the federal and related agencies, as well as some aerospace agencies.. Very restrictive, still cloud, but not available for normal state and local governmental agencies. There is even one above that exclusively for the DOD.
Both GCC/GCC-High have a lot more features than Power BI Report Server, including Dash Board.

But no, there is not nor will there ever be an on prem version of Power BI Report Server that is equivalent to the cloud.
You can use paginated reports and use DAX queries to get data from other reports. As I said above, you cannot include multiple datasets easily. You can get the data via DAX queries to AAS models, then bring them in via Import mode into the current model. More work, and massive data duplication. The data isn't sync'd either. So if one report is up to date, a downstream report will be out of date until it refreshes.
You can daisy chain refreshes in the cloud using Power Automate, but not with on prem datasets.

MCSA: BI Reportingthx edhans. just so we understand then, there is no on prem "equavilent" pbi service for govt agencies who arent yet allowed to go to the cloud? till now we thought there was based on answers given elewhere. and i'll look up what "composite model" means but we all know ssrs can link to other reports whose datasets differ. and we believe paginated reports are also welcome on this pbi on prem server. so it follows that asking if a pbi kpi can link to a different pbi report is possible. lets say they use the same dataset.

MCSA: BI ReportingCannot do it. Note that Report Server doesn't support composite models so no chance to include multiple datasets to easily access tables and measures from multiple reports.

Report Server is not intended to be a replacement for the Power BI Service, and will never be feature compatible. It is intended to be a steping stone for orgs that want to start with Power BI Reports on prem then move to the cloud at a later time.
