how to give users with ws viewer permission the possibility to build dashboard using semantic model in ws in with pbi desktop?
i dont want to give them contributer roles

You can follow the images below. Assigning a role to the workspace is not necessary unless required. However, if you share a dashboard with the "Build" option, you must also share your semantic model(If in your dashboard there are visualization that pinned from other pbı reports) with the "Build" permission.

i went to mange premission in the semantic model and gave the specific user a build premission,but still he can't see this specific semantic model in pbi desktop

Could you go to the semantic model and follow the below images. You stakeholder needs build user in manage permission that means your stakeholder can open the semantic model in the PBI desktop if the tenant same. İf tenant is not same you need to configure another thing in your pbı desktop.

Try checking the sensitivity of the semantic model before sending.
Are you sending the semantic model with same tenant or different?
