Is there any way that we can disable a contibutor to edit a report in power bi service or is there anyway that we can enable the user with Viewer role to download a report in power bi service.

There is no workaround or toggle to separate download from edit rights.
If you need a user to view only but also receive PBIX, best approach is:
Keep them as Viewer in Power BI
Manually send the PBIX via secure file-sharing (OneDrive, SharePoint, etc.)

Thank you for reaching out to Microsoft Fabric Community Forum.
Contributors by default have edit permissions on workspace content.
No way to selectively disable edit rights for Contributors in the same workspace.
To prevent editing, assign the user the Viewer role instead.
Alternatively, use separate workspaces or publish Power BI apps for view-only access.
