Is there any way through either the admin portal or other measures of security to be able to unallow users to import their own content?
We would like to build an enviornment in which users are able to consume reports and dashboards that has been shared with them but not add their own data sets at all.

For a Group/App workspace, we can give the users only view access to restrict them to add their own datasets to this Group/App workspace as @Greg_Deckler mentioned above.
But for the users' own workspace, there is no any option for restricting them to add their own datasets currently. I would suggest you to submit your requirement on Power BI Ideas to improve Power BI on this feature. ![]()

You could create a Group/App workspace and only give them Read access?
