hi I think this is a bug of "save a copy" function. below is how I verified this bug.
pre-condition: I have used "save a copy" function to copy some reports from "original" workspace to "destination" workspace (both have installed APP).
step 1: a colleague who has never logged in PowerBI website, opened "destination" APP, by default is the copied report, he has got a error pop window saying "no access to the underlying dataset......".
step 2: he opened "original" APP, this is public, so everything works fine.
step 3: he re-opened "destination" APP, now, everything works fine.
so, it means when a user open a copied report, he must open original report firstly (should he do this action agian after a while?
this is then very annoying, because I'm using this "save a copy" to collect reports from different APPs, so that my team members can get them in one APP.

When a new user does not access any reports, check if a new user is configured in the file dataset permissions. This is because the user's data permissions to access the copy report are based on the dataset permissions of the report being copied.

thank you for feedback. The "original" APP has granted access to entire organization, and in this case. the dataset has granteed access to "AuthenticatedInternalUsersAD-InternalEmployees". Yet, new user has problem with accessing copied report for the first time.
