Ever since Premium Per User has gotten released Power BI has been a mess.
I can't create a new workspace now for some reason:
I'm also somehow paying for both pro and premium per user and can't figure out how to turn off pro.

This looks like an Office 365 Tenancy settings issue. Please contact your Office 365 administrator to see if your account is allowed to create groups in Exchange Online.
When you create an App Workspace, in the background it also creates an Exchange Online Group, and if you do not have access to create the groups, it will fail when trying to create an App Workspace.
You can cancel premium per user here:

Hi there. Please ask the Power Bi Admin in your tenant to check this the Admin Portal in the Tenant Settings menu
Let's be sure that the Creation of workspaces are enable.
About paying two license you should get in touch with your provider. You also might consider that sometimes the license is payed for a whole year on monthly basis.
