I have my app working fine… I have a report where everyone should have access:
I updated the app last week giving access to everyone (the DA above is a group that has all users)
But now I have a user requesting access for it... How is it that I receieve a request in pending? Everyone already has access...

i don't think it works for group access, you need to give it to everyone by his name.

Like Idrissshatila said, even if you've granted access to everyone, this particular user might not be included in the Everyone group. You may need to double-check your group membership.
When you update an app and grant access to a group, there is sometimes a delay in propagating those permissions to all members of the group. This is especially true if you have recently updated your group membership. It's worth checking if the user requesting access has recently been added to the group.
Access request workflow: According to the Power BI documentation, users can initiate an access request when they try to access content that they don't think they have access to. This can happen even if they already have access but don't know because they haven't refreshed the browser or app view, etc. More details on this workflow can be found here.
