URL filters creates filters on all the pages of the report. My users may have set their own filters on the pages or the visuals. These filters may be in contradiction and create confusion.
When the url filter is applied, is it possible to reset the user's filters to default?

Nope, reset filter feature is work to reset to changes which you apply on read view mode to default, it not works for url filter.

Unfortunately, current power bi not support reset url filter. If you mean remove it, You can remove filter conditions after 'ReportSection' to remove url filter effect.

Is it possible to do the opposite? When then URL filter is on, all the filters saved by the user are "Reset to default" automatically.

It's not a solution.
Five years passed and there is no solution from Microsoft yet. That's a shame.
Hi @Aleksei_Pr, One workaround for this would be try to create one bookmark which should reset all filters from slicers. You can check the Data and apply the this for all visuals and update the bookmark. and you can create some button and map this property there. By this way if any user is accessing the BI report by some URL filters applied , clicking on reset filter button will remove all filters even if they are present through URL also.
It works for me, just try once.
