Visuals, filters in service are different to visuals & filters in desktop file

I have a file with many pages, which has been in operation for a long time. I have recently been updating it and publishing it as a work-in-progress, and on a couple of pages there are differences in the dashboard. The filters applied to the visuals have not been applied, and the slicers have been changed from e.g. single select to multi-select, or the default selection for the slicer has been removed. It makes the pages basically useless.

 

Here's a screenshot of what I see in desktop view:

I've googled and I can't find anything explaining why this is happening or how to fix it. The only thing I can think is that either it is the addition of bookmarks that has broken the pages, or the addition of slicers based on parameters. But if that's the case it doesn't explain why only some pages with these additions are broken but most aren't!

Thank you for the detailed follow-up.
Based on your inputs, it appears the issue is not browser or cache related, but rather tied to how bookmarks and slicer defaults are behaving in the Power BI Service.
Even if your bookmarks have both “Data” and “Display” enabled, I recommend deleting and recreating them from scratch, as legacy bookmarks can sometimes override slicer states on navigation. When recreating them, make sure you first manually apply the desired slicer selections, then save the bookmark with both options checked, and reassign them to any navigation buttons.
Also, in Power BI Desktop, go to File -- Options -- Report settings and disable “Persistent filters”, as they can cause slicer selections to be overridden when the report is viewed online.
Since you've removed single-select from slicers, ensure each slicer has a default value selected, slicers left blank can behave unpredictably after publishing. Once done, republish the report, click “Reset to default” once in the Service, then test by navigating between pages to confirm if slicers hold their state.

Thank you for sharing the issue.

Thank you @Greg_Deckler for the helpful suggestion from the Super User to use the “Reset to default” option in Power BI Service, which can often resolve differences between Desktop and published versions by clearing cached filters or slicer states. 

 

If that hasn’t solved the problem, you might also want to check your bookmark settings in Power BI Desktop, make sure both “Data” and “Display” options are enabled, and reapply your slicer selections before saving the bookmark. 
Review the Sync Slicers pane to confirm slicers are synced and visible where needed. It could help to temporarily disable persistent filters in the report settings before publishing, as these can sometimes override slicer defaults.

Also, review the slicer selection controls (like single-select or “Select All”) to see if they’re affecting behavior. If none of these steps work, try opening the report in an incognito browser or clear your cache to remove saved filter states. Please let us know if the issue remains after these checks.

Thanks for your reply Sahasra! I checked the bookmark settings and they are set correct. I don't have any synced slicers across the report. I have removed single select from the relevant slicers to see if that had an affect and re-published, sadly the issue persists. My organisation prevents me from opening the report in incognito, not sure why! But I don't think it's a cache issue, I deleted my cache and cookies and it still persists.
