User error message: "only users with certain Power BI licences can publish to this workspace"

Hi,

I have a user that is receiving an error message when trying to publish a report from Power BI desktop to a workspace in the Power BI Service. The error message states "only users with certain Power BI Licences can publish to this workspace".

The workspace is set up using a premium per user licence and the user trying to publish the report has a premium per user licence. They also have admin access to the workspace they are trying to publish to.

I as well as other colleagues are able to publish the report in question as well as other content to the workspace that the user having the issue cannot.

Would appreciate any help/advice on this as I can't find the same error message online.

Please verify the licence and workspace permissions of the user experiencing the problem.
