Well if the user doesn't have a pro account you just can't share with him. Both accounts must be pro if they want to share or be shared.
Hi. I'm not sure about microsoft's decision about this. You can save a copy of the report to keep it on the workspace. Then add people to the workspace in order to let them check it. You can use the Viewer Role if you don't want them to modify things. Another approuch could be sharing on teams, it looks like that button is not greyed out.

I have tried the option with the workspace, but for this the users needs to have a Pro licence and unfortunately they do not have.
Regarding teams alternative, I have created a team and tried to Share from the service, but the Share button is not working, doesn't do absolutely anything. 😞
