We successfully created a Power BI Embedded capacity in Azure and linked it to the subscription. We have a valid (paid) Power BI Pro license on an existing AAD account. That user has been granted capacity admin rights on the embedded capacity in Azure, yet when we go to https://app.powerbigov.us (this is for a governmental agency) and connect to the Admin portal, we cannot see the embedded capacity under Capacity Settings>>Power BI Embedded.
It sounds like a permissions setting, yet we already granted admin rights on the capacity to the specific user.
Any ideas or suggestions would be much appreciated.

I believe we have found the source of the problem.
The Power BI account was set up on the government cloud (GCC) whereas the Azure account was set up on the commercial cloud (portal.azure.com). It appears that the Azure account has to be transferred over to the GCC (portal.azure.us) in order for the Power BI Embedded capacity to be viewed.

From this article, it should be noted that "Capacity admins, for Power BI Embedded capacity, are defined within the Microsoft Azure portal."
1.As how to embed analytical content within your business process applications for the national cloud. You can use the Power BI .NET SDK with the Power BI JavaScript API to embed a report, dashboard, or tile, into your web applications.
To integrate a dashboard into a web app, you use the Power BI API, and an Azure Active Directory (AD) authorization access token to get a dashboard.

As noted, we have already assigned the user as a capacity admin in the Azure portal (under Power BI capacity administrators) yet the user is not able to see the capacity in Capacity Settings>>Power BI Embedded in the powerbigobv.us admin portal. Please note this is not a premium capacity - it is Power BI Embedded capacity.
Do you have any other suggestions?
