We have Power Automate Premium and Power BI premium per user trial and we are unable to refresh more than 8 times.
This is a very small dataset and a simple flow.
We are nowhere near the 48 refresh max per day and that does not even appear to be enforced currently:

Can I exceed the 48 refreshes through the portal through the refresh API?
Refreshes are not restricted this at this time.
We have 6 days left on the premium per user license and wanted to see if this is viable before we committed to purchasing.
I would recommend submitting feedback (at the bottom of that page) to ask Microsoft to clarify both the trial limit (that you obviously experience) and the production limit (48 sounds reasonable for scheduling as the scheduler UI is limited to half hour slots, but in a real world scenario you won't use schedules much, rather initiate refreshes based on source data changes)
