Hi Anonymous
I have a few questions to confirm .
(1)Did you refresh successfully in Desktop ?
(2)What do the data sources consist of the dataset that you refreshed ? MS Project Online, SharePoint On Premise and SQL DB On Premise are all in the dataset that you refreshed in Service ?
(3)The gateway you used is standard gateway and is online ?
(4) Did you successfully connect to the data source configured in the gateway ?
(5)If your dataset contains all the data sources you mentioned , did you chose the parameter in gateway like the screenshot below ?
When the data sources in your dataset come from local and cloud, check this parameter, it is unnecessary to add another cloud data source. Please refer to the following link for detailed operation .

Please refer to my above questions for troubleshooting one by one .Looking forward to your reply .

Hi Anonymous
Thanks for your reply .Now , please follow the steps below .
(1)Install a standard gateway not a personal gateway ,because personal gateway just support Import mode not Direct Query mode .In your dataset , SQL DB is included .
The link below is teach you how to install standard gateway .
https://docs.microsoft.com/en-us/data-integration/gateway/service-gateway-install
You can also refer to the following link to compare the diff between personal gateway and standard gateway .
https://docs.microsoft.com/en-us/power-bi/connect-data/service-gateway-personal-mode
(2)When you install the gateway successfully , you need to go to Service to configure SQL DB datasource gateway .You can refer to the link below .
https://docs.microsoft.com/en-us/power-bi/connect-data/service-gateway-enterprise-manage-sql
Notice : Due to the dataset is composed of cloud and local data sources , so when you configure gateway in Service ,you need choose the parameter that I mentioned before .
(3)After you finish the datasource configuration , you need to go to Settings to connect the datasource with dataset .
- For the on-premises source, select the gateway associated with this data source.
- Under Data source credentials, edit the cloud data source credentials, as necessary.
More info can refer to the link below .
https://docs.microsoft.com/en-us/power-bi/connect-data/service-gateway-mashup-on-premises-cloud
(4) So far, the configuration is over, you can choose to manually refresh the data set, or you can choose to configure a scheduled refresh.
https://docs.microsoft.com/en-us/power-bi/connect-data/refresh-scheduled-refresh
Looking forward to your good news !
