My colleague, who currently holds the premium P1 license, has moved to a different team. We now need to create another workspace with premium capacity. Is it possible to transfer his license to me?

Hi. The premium capacity it's not a license per user, it's per capacity. That means that more than one people can own or admin it. Unless you are talking about moving the capacity from one organization to another one. Then it's not about transfering, it's about permission. You can ask the current user that manages the capacity to add you as Capacity Admin role.
