Here's a tutorial on how to manage tenant-level subscriptions in PowerBI:

1. Go to the PowerBI administration portal (https://admin.powerbi.com).

2. Click on the "Tenant settings" tab.

3. Under the "Subscriptions" section, you will see a list of all the PowerBI plans available in your tenant.

4. To create a new subscription, click on the "Create subscription" button.

5. Fill out the required information, including the subscription name, the number of licenses, and the payment method.

6. Once the subscription is created, you can assign licenses to individual users. To do this, click on the subscription name, and then click on the "Assign licenses" button.

7. Select the users you want to assign licenses to and click the "Save changes" button.

8. To edit or delete a subscription, click on the subscription name and then click on the "Edit" or "Delete" button.

9. To manage the PowerBI licenses assigned to individual users, go to the "Users" tab, select the user you want to manage, and click on the "Licenses" button.
