How Can i share the report with external users (they have free account)?

Hi @moabaza ,

First, check your licence level. If you are a Pro user, you can only share to users who have a Pro licence. If you have Premium capacity, you can share to free users.
Alternatively, you can use publish to web. Free users can view your reports, however when you use Publish to web, anyone on the Internet can view your published report or visual. Viewing requires no authentication. It includes viewing detail-level data that your reports aggregate. Before publishing a report, make sure it's okay for you to share the data and visualizations publicly. Don't publish confidential or proprietary information. If in doubt, check your organization's policies before publishing.

1. You need to add the free users to workspaces that are in premium/dedicated capacity. Please refer to https://docs.microsoft.com/en-us/power-bi/service-premium-what-is#dedicated-capacities

2. You can add the external user as a guest in Azure Portal. refer to: https://docs.microsoft.com/en-us/power-bi/service-admin-azure-ad-b2b
