Hello All,
I'm looking for some general thoughts about using Power BI to distribute dashboards/reports to end users. At my previous employer I built my workspaces as I needed. The workspaces were built on a hybrid approach of Projects or Business Sections. I would then share the dashboards/reports to those end users that needed access. I structured the workspaces in a way that was better for me to control where the reports would go. I didn't want to give everyone access to some of the Business Section dashboards/reports because not everyone would need to see all those reports. But I also didn't want to create another workspace for those people becuase I wanted to limit the amount of workspaces created. I didn't have Power BI Premium and we only had about 40 licenses so it was easy for me to manage.
Now, I work for a new employer that has Power BI Premium and more end users that consume Power BI reports. They have only been using Power BI for about a year but they create workspaces as needed. The workspaces are more structured around Business Sections but those end users are given Viewer access instead of just sharing the report. I feel some end users don't need to have access all those reports in the workspace but you can't limit Viewer access within the workspace.
I've been asked to help organize these workspaces and reports but I'm not sure the way I used at my previous employer would work for this employer because we would have to do a complete restructure of the workspaces. I've read many articles about sharing reports versus just giving end users Viewer access and many have said just sharing reports in not an effective solution.
Does anyone have any thoughts about how they organize their Power BI workspaces and distribute dashboards/reports? Is sharing dashboards/reports really not an effective way to distribute content to end users?

Sometimes though I have situations where I build a report that is requested but not part of a project. I wouldn't want to create a new workspace for one report. That report would get put in a generic workspace like my group's business section but I wouldn't want to give that person viewer access because they don't need to see the other reports in that workspace. So wouldn't sharing that report work best for those situations? Would it make more sense for Power BI to allow you to control those with Viewer access what they can see in the workspace?
In Power BI Premium think of the workspace as the ITG or staging environment. It should only be accessed by developers and UAT testers.
Note: this is my opinion based on our implementation. Your situation may be different.

So getting your Dashboards/Reports to your end users is based on what situation works best for your environment. Power BI offers different ways of accomplishing this but no best way. That's how I'm starting to see this.
There are multiple interests at play.
- developers
- end users
- data security team
etc.
Depending on your focus the "best" solution can be very different for each of those interests.
In Power BI Premium you do NOT share reports or dashboards. You ONLY share apps.
Since we still have the "one workspace = one app" restriction you will need to organize your workspaces by target audiences. Sufficiently different target audiences will require you to provide separate workspaces/apps. Don't try to have multiple audiences co-use an app. It will not work.
