I have a power bi App and I shared with several external users. The check box labeled Allow people to build content with the datasets is not checked, however the users can still create their own content with the ... -> View Dataset -> Create from Scratch
The only way that i could figure to disable their ability was to also add them to the Workspace Access as "Viewer"
Is there a way to by default disable all users ability to build their own content in the app by default unless I give them upgraded permissions in the workspace?

Can you have a look at the datset permssions and make sure that the external users have only got read access?
It seems that in the new interface, if you mark it as allowing to build reports, when deselecting it later, it doesnt actually clear ou the setting. On a brand new workspace it is working like it used to
