Shape Map problem

Hi,

I Have problem using Custom Shape maps. 

The data i have contains [ Governorate , District , Sub-District and Community Levels]

When i load the Json file into PBI, only Community level [ which converted as Longitude and Latitude coordinates in the Json File] is shown on the Map.

 

i need to show the shape of Governorate level, District level , Sub-District level then Community level.

 

any help please?
